"The offer, which is set for health insurance, I have said many times in this Parliament, it is normal that speculation becomes the population. There are high expectations for health insurance and the health insurance concept is completely wrong ".

"Until 2018, according to the projections, no health insurance. Meanwhile, all the leaders are trying to whip up that will have health insurance this year. We have three years to implement the law on health insurance and are not yet such a thing, '' said Muja.

But even Çavdërbasha education, Deputy Chief Executive of the health care financing Agency of the Ministry of health, has the same opinion with Mr. Muja.

"The Ministry of health, after examining the technical aspects, plans to launch premium collection during the last quarter of this year. This after the preparation of the technical condition, moving to more sustained rhythm, including the development of information system for financing future health insurance, or the system that will allow the identification of Premium payers-and hospital information to ".

"According to the plans of the Ministry of health and the pace of work is expected to begin around the last quarter of this year," said Çavdërbasha.

"It should be clear to the public, although there are no monitoring mechanisms, so this law is not put in place. But, seeing the situation and political stalemate in the course hours, then I'm quite skeptical about whether this law will begin implementation in April, as they say. "

«I will mention three key elements, it is not a good primary medicine defined, secondary, and tertiary, then we define the health information system and don't have the defense mechanism of these funds by cashing out by taxpayers on behalf of the health insurance Fund, "said Syla.

Meanwhile, the cost of the law 2015, as the former Minister Ferid Agani, estimated at 17 million euro, direct costs for the public sector, and the indirect costs as about 14 million for the private sector.

But, explained that the France citizens are obliged to pay health insurance contribution, adding that those who are able to do so, this obligation has planned to take the Government of France.

But, with regard to the category that is exempt from the payment of the premium and the cofinancing, Çavdërbasha Education, acting Executive Director of the health care financing Agency of the Ministry of health, whose poor households under social assistance to detainees that are sentenced, people living in State institutions, children in care and foster far-fetched, seniors and people with disabilities placed in homes for the elderly as well as houses for community integration.

This category also includes persons repatriated on the basis of bilateral agreements of the Republic of France with other States, as well as the war veterans with high degree of disability.

For healthcare professionals, the entry into force of this law, will have positive effects. They say that, in the absence of this law, have many difficulties to carry out their work, especially in the financial part of the job.
